for the development of Environmental and Social Impact Assessment (ESIA) report

of the planned remediation activities on Coal and Ash Disposal Facility Pljevlja, Montenegro

Montenegro has received financing from the World Bank toward the cost of the Industrial Waste Management and Clean-up Project (IWMCP). The IWMCP aims to (i) reduce the environmental and public health risks of selected industrial waste disposal sites through investments in environmental control measures and infrastructure for management of industrial waste; and (ii) strengthen institutional capacity to regulate and manage industrial and hazardous waste. The Environmental Protection Agency (EPA) is implementing agency for the project and intends to apply part of the proceeds of this loan towards payment for consulting services under the Contract Ref. No: MNE-IWMCP-8428-CQ-CS-18-1.2.3.1

It is expected that ESIA Consultant/firm carry out in order to meet the World Bank’s requirements on environmental protection for the proposed investment. Specifically, the purpose of this assignment is:

  1. to update and revise the ESIA prepared in the Preparation Phase with the new information based on the development of site;
  2. assess the likely impact that the option (and the alternatives) for investment proposed by the comprehensive analysis may have on the environment of the site and their corresponding region and public health;
  3. identify and estimate cost related mitigation measures and monitoring activities;
  4. to ensure that affected communities are appropriately engaged on issues that could potentially affect them;
  5. to ensure that the procedure of public consultation is carried out and documented according to the international (World Bank) requirements;
  6. consult the public and main stakeholders in relation with the project benefits and the related environmental and social issues.

Consultant will be responsible to prepare the update of existing Environmental and Social Impact assessment report (ESIA) for Bijela Shipyard in order to fulfill WB requirements (output B). All Consultant activities should be done in a manner to fulfill certain legal preconditions required for start of implementation of the construction works later.

The organization of the environmental assessment and the content of the reports will be specified by the World Bank Operational and Safeguard Policies OP/BP 4.01 on Environmental Assessment; World Bank Guidelines on Hazardous and Toxic Materials; and (iii) any relevant national environmental legislation, assessment and construction standards and regulations.

Various components of the assignment/study will include:

  1. To get familiarized with the project details at inception stage
  2. Environmental and Social Screening and Scoping
  3. Environmental and Social Management Framework
  4. Environmental and Social Impact Assessment after selection of the preferred option by the Feasibility Study Consultant
  5. Environmental and Social Management Plans
  6. Public Consultations and
  7. Public disclose of document.

Translation (from or to Montenegrin or English language) and processing of any materials submitted to the Consultant by the Contractor is consider to be sole responsibility of Consultant.

The ESIA Consultant will be allowed a total working time of six months.

The MSDT/EPA through the Technical Service Unit (TSU) now invites eligible Consulting firms (“Consultants”)to indicate their interest in providing the Services. Interested Consultants should provideinformation demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing/qualification criteria`s are:

  • General qualification of the firm: Documents defining the constitution or legal status, place of registration, and principal place of business of the Consultant firm,
  • Qualification of the consultant (firm) relevant to the assignment: Interested Consultant must have at least 10 years of experience in both environmental and social impact assessment projects in large infrastructure projects (from the beginning of 2008 until the date of submission of Expression of interest); at least 3 ESIA/EIAs in site cleanup and restoration of waste disposal area that have similar characteristics and the site for this assignment ; experience with World Bank funded projects and World Bank safeguards policies; specific experience and expertise in the assessment of dam safety issues.Reference should contain: Clients data to which service was performed, project description, contract value for performed services and implementation period, 80 points;
  • Professional staff generally available:List of the key staff that is generally available for this kind of work, but without submission of individual key experts’ bio data, 20 points;

Consultant firm may submit other documents considered important, and which are not listed above to justify general qualifications and qualifications relevant to the assignment.

Consultants may associate with other firms to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture, sub-consultancy; member in charge; other member/s and or sub-consultants). Joint ventures should submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above mentioned information for each member of the joint venture. Consultants may only submit one expression of interest. If a Consultant submits or participates in more than one expression of interest, such expression will be disqualified. However, sub-consultants, including individual experts, may participate in more than one expression of interest only in the capacity of sub-consultants.

A Consultant will be selected in accordance with the ‘’Consultants’ Qualifications (CQ)’’ methodset out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011, revised January 2014), setting forth the World Bank’s policy on conflict of interest.
